Updating digital competence and maturity

In cooperation with the Restart Hungary initiative, the Hungarian Robotics Association is developing a proposal to update Hungary’s digital competence and maturity framework.

The problem

We stand at the threshold of a new era: the digital space is no longer an optional add-on, but a fundamental medium of everyday life – from school age to the world of work. With the rise of artificial intelligence, robotics and automation, the concept of digital maturity is also undergoing fundamental change.

Current domestic digital competence frameworks are not keeping pace with this shift:

  • Digital training content in the school system is becoming outdated
  • The labour market demands skills that formal education does not prepare people for
  • Other European countries (Estonia, Finland, France) have already taken action – Hungary must do the same

Our goal

The next generation entering the workforce must be prepared for a reality where AI-assisted work, collaboration with robots and daily handling of digital systems will be basic expectations. We aim to strengthen and support this preparation.

Project components

1. Situation assessment

Review of the current domestic digital competence framework (DESI, DigComp, relevant parts of the National Core Curriculum) and identification of gaps in robotics, AI and automation.

2. International best practices

Analysis of the most successful European models:

  • Estonia – ProgeTiger and robotics integration from primary school
  • Finland – AI-based learning and digital citizenship
  • France – National AI strategy education pillar

3. Proposal package

Development of concrete, actionable recommendations for decision-makers:

  • Which new competences should be added to digital maturity
  • How robotics and AI can be integrated into primary and secondary education
  • What retraining programmes are needed in the labour market

4. Professional consultation

Discussion of the proposal package with relevant stakeholders: educational institutions, EdTech companies, employer organizations and government bodies.
